DESCRIPTION OF SERVICES

The Department of Information Resources (DIR) requires the services of one or more Project Managers, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Project Manager 2 Category (Emerging Technology Type) and the specifications outlined in this document for the Texas Department of Motor Vehicles (TxDMV)

 

                All work products resulting from the project shall be considered "works made for hire" and are the property of the TxDMV.  TxDMV may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. TXDMV will pay no fees for criminal background checks, interviews or discussions, which occur during the process of selecting a Worker(s).

 

Description of Duties

·         Refactoring existing Registration and Titling System (RTS) legacy systems and managing the procurements and projects related to refactoring

·         Maintaining existing systems in a manner responsive to legislative directives while new systems are under construction, and be accustomed to managing projects with multi-million dollar budgets over multiple years.

·         Mentoring staff in PM disciplines that may be new to them and/or managing non-technical resources

·         Responsible for the coordination and completion of projects.  Coordinates work teams. Follows standard project management industry practices such as the PMI's framework.

·         Works with business representatives to initiate projects.   Understands business and technical objectives of a project and works closely with project sponsor. Relies on experience and judgment to plan and accomplish goals.

·         Plans projects and requests resources that are not always readily available.  Creates project charter and work plan.  Tracks budget and schedule progress via appropriate metrics. Arranges for the assignment of responsibility to other supporting facilities, business areas, and support functions.  Monitors performance of those assignments.

·         Creates a structure and organization for the management of a complex environment with emphasis on quality, productivity, and consistency.  Establishes project organization and methodologies.  Defines roles and responsibilities.  Directs corrective actions in any area where performance falls below objectives.

·         Understands and has working knowledge of ITIL Service desk, catalog and service center management processes (incident, problem, change, configuration, release, capacity and performance)

·         Responsible for managing highly skilled teams such as Application Developers using unified modern programming/object oriented languages, relational databases, architects and network specialist

·         Responsible for managing Information Technology programs/projects utilizing SDLC methodologies, development environment frameworks, covering the entire life cycle from beginning to end

·         Documents risks and develops mitigation plans. Manages scope. . Sets deadlines, assigns responsibilities, and monitors their completion.  Ensures that the project plan maintains tasks, schedules, estimates, and status.  Disseminates information to team members and customers.

·         Provides overall direction to the formulation, development, implementation, and delivery of a project and associated work streams. Builds an effective team, assigns tasks to team members, and evaluates outcomes.

·         Creates and implements a communication plan. Communicates to stakeholders and project sponsor. Identifies, tracks, and ensures resolution of issues and removal of barriers.

 

·         Oversees all aspects of projects and summarizes progress of project. Prepares reports for upper management regarding status of project.

·         Self-directed and independent.  Professional certification is highly desirable.

 

TXDMV Special Terms and Conditions:

 

The purchase order may be renewed for any length of additional term of service or additional hours with the same Terms & Conditions as long as the referenced DIR Contract remains in force, a need exists, and both parties agree and Contractor receives a Purchase Order Change Notice from TxDMV Purchasing Section

 

Change orders will be allowed only if unforeseen conditions arise such as, but not limited to, increasing or decreasing quantities or if the department needs dictate changes. All changes shall be in the scope of original work. No verbal change orders will be permitted. All change orders must be in writing with a Purchase Order Change Notice (POCN) issued by TxDMV Purchasing Section. 

 

Quantities are estimated and TxDMV does not guarantee to purchase any minimum or maximum quantity. TxDMV reserves the right to increase or decrease the quantity(ies) of the purchase order. The vendor will be notified in writing by purchase order change notice of any requirements for any increased or decreased quantity(ies).

 

Background Check:

A statewide criminal and sex offender background check shall be conducted on the contractor, contractor's personnel or subcontractors scheduled to work on the state project.  Supporting documentation confirming the completion of the required background check is subject to review prior to beginning of the service and at any time during the term of the purchase order upon request by the designated state representative.  Failure to provide the requested documentation upon request by the State may be cause for cancellation of the purchase order.  The background check shall include, but not be limited to, the following:      

* Social Security Number Verification       

* Department of Public Safety Statewide Criminal and Sex Offender Background Check

* Background check in all Out-Of-State Counties in which the applicant has resided in the last seven (7) years.

    

Persons with Class B or Class C Misdemeanor offenses shall not be allowed to  work on this project and shall not be allowed access to the State documents.  Persons with Class A Misdemeanor offenses or above will be disqualified.

 

Either party may terminate this Purchase Order at any time by written notice.
