DESCRIPTION OF SERVICES:
The City of Austin-DBA- Austin Energy requires the services of one (1)Technical Lead / Enterprise Architect, herein referred to as Worker, who meets the general qualifications of Enterprise Architect-1-Core and the specifications outlined in this document for Austin Energy's Meter Data Management System Project.

WORK DESCRIPTION:
The selected individual will be responsible for the technical architecture and Infrastructure on which the Meter Data Management System application will be hosted.
- Acts as Technical Architect and Lead for the development of a complex software solution, ensuring that the infrastructure, COTS Package Application and platform are compliant with company standards, technical environments are available for the overall solution, the overall solution is secure and manageable, a large set of interfaces are well architected and supportable, application and interface performance are per requirements, and that the interface code is well designed, documented and developed.
- Leads the mapping of architecture artifacts to implementation with focus on (1) identifying/resolving technical issues to ensure timely delivery, (2) deploying into existing infrastructure/data center identifying capacity/load needs, and (3) ensuring that implementation meets SLA requirements.
- Maintains/documents models in approved repository. Documents and maintains models of 'as is' and ' to be' Architectures
- Responsible for translating the client's business requirements into specific systems, applications or systems process designs for very large complex technical solutions. Analyzes functional requirements and designs technical solutions to meet those objectives. Primary expert to architect the specific solution and manage a technical team to develop it. Maintains and utilizes detailed technical industry in the construction of industry-leading services solutions, including expert working level knowledge of the technologies and people components involved in the technical effort. Uses expertise to construct specific and detailed technical solutions that encompass process, technology, and technical staff.
- As needed, provide a "trusted expert advisor" role as Subject Matter Expert for technical services, to both internal and external customers, ranging form formal advice to internal and external customer's presentations. Follow all organizational Standard Operating Procedures relative to cost modeling, approvals and reviews, and all other associated workflow and deliverables.
- Constructs risk assessments and corresponding remediation plans relative to complex technical issues. Crafts detailed and accurate deliverables that help define and develop the technical solution.

5 | Skilled in analyzing complex problems, performing data analysis, developing and evaluating options, estimating financial and business implications, and in conveying recommendations to technical and non-technical audiences. |
5 | Broad understanding of various networking, storage, server, and software, and integration infrastructure technologies |
5 | Experience using design techniques, tools, and principles involved in production of architectural policies, standards, plans, models, and associated work procedures/processes. |
5 | Experience in development of project management techniques, WBS (work breakdown structure) development, and coordination of people and resources. |
5 | Skilled in oral and written communication, facilitation, prioritization, and negotiation. |
5 | Knowledge of IBM WebSphere Application Server, WebSphere Process Server, DataPower |
5 | Knowledge of Oracle 11g RDBMS technologies |
5 | Knowledge of AIX UNIX operating system |
