This request is for a contractor to support the OIM Data Management and Data Governance teams. As part of the continuous improvement processes, we need a senior business analyst to undertake the exercise of documenting the underlying data structures

Works as part of the Virginia Department of Health (VDH) Office of Information Management - Data Management and Data Governance teams to:

1. Review the data related lineage and structural requirements by analyzing client operations, applications, and programming; reviewing objectives with clients; evaluating current systems
2. Framework used during the review process: Questions asked; surveys, assessments, documentation reviewed, etc.
3. Framework developed to document lineage results
4. Documentation of identified gaps or needs that limit effectiveness of the current environment
5. Review the agency data solutions; defining database physical structure and functional capabilities, security, back-up, and recovery specifications
6. Establish documentation standards and related access methodologies for internal and external stakeholder use (CKAN for data catalogs)
7. Perform a gap analysis evaluation of the agency's data landscape relevant to the industry and domain and recommends next steps
8. Assist with agency self-assessment of data capabilities and maturity

experience with data analysis and documenting results	Required	5	Years
Sound knowledge of RDBMS, Data Warehouse etc.	Required	3	Years
Relevant exposure to business process data modeling, business analytics, including data warehousing and business intelligence tool and technology.	Required	5	Years
In depth knowledge of Microsoft Office suite	Required	5	Years
Experience doing business analysis, interviewing users, documenting steps, process flows, work flows etc.	Required	5	Years
An excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers and subje	Required	5	Years
