Project Delivery Manager
Boston, MA

Overall  Responsibilities:
One of our clients is currently seeking a Delivery Manager to work in our Boston, MA location for the IT Delivery Team (ITD). lTD creates, enhances, and supports IT systems for the Health and Human Services business lines. The role of the Delivery Manager includes planning, managing, and finalizing projects according to agreed deadlines and within budget but the primary function is to act as facilitator between the changing priorities of the consulting and operations teams, and the controlled methodology of the software engineers. It is thus not a typical IT project manager role but one requires a high level of business acumen, consultancy and collaborative efforts across multiple business units. The Delivery Manager works closely with the Business Manager and the consulting or operations teams to define and achieve the project/s objectives, and oversee quality control throughout its life cycle. This work also includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The project scope for this particular Delivery Manager includes a number of projects for Medicaid and Medicare billing operations team. A knowledge of this claiming domain is preferred for the candidates.

Specific Responsibilities:
Strategy  & Planning
 
  • Forge strong relationships with the business and operations teams' Project Managers to maintain a realistic task schedule/ where all resources are available to meet delivery due dates.
  • Contribute to the definition of project scope1 goals and deliverables that support business goals in collaboration with the business and operations teams.
  • Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion
  • Liaise with project stakeholders (both within and outside of the ITD practice) on an ongoing basis
  • Set and continually manage project expectations with team members and other stakeholders
  • Plan and schedule project timelines and milestones using appropriate tools
  • Track project milestones and deliverables.
  • Determine the frequency and content of status reports from the project team/ analyze results, and troubleshoot problem areas
  • Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
  • Develop best practices and tools for project execution and management.
Acquisition & Deployment
      •     Estimate the resources and participants needed to achieve project goals.
      •     Draft and submit budget proposals, and recommend subsequent budget changes where necessary.
      •    Where required, negotiate with other Delivery Managers for the acquisition of required personnel from within the company.
      •    Determine and assess need for additional staff and/or consultants and make the appropriate recruitments if necessary during      project cycle.
 
Operational Management
  • Direct and manage project development from beginning to end.
  • Delegate tasks and responsibilities to appropriate personnel.
  • Identify and resolve issues and conflicts within the project team.
  • Identify and manage project dependencies and critical path.
  • Develop and deliver progress reports1proposals/ requirements documentation, and presentations.
  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
  • Coach and mentor, motivate and supervise project team members and
 
Business Development
  • Be part of a team to assess opportunities on which to propose to potential clients.
  • Work with Business Managers on strategic business opportunity and product lines.
  • Contribute methodology, schedules, budgets, qualifications and similar articles to PCG proposals.
  • Be part of a team presenting at proposal orals and BAFOs.
  • Be part of a team working on contract negotiations after proposal acceptance by the client.

  • Capable of implementing project management policies, procedures, and best practices - including Change/ Issue and Risk management
  • Proven ability to deliver on or before schedule and under pressure
  • Comfort in project managing technologists and remote resources
  • Self-starter, capable of working independently
  • Team-oriented approach
  • Able to travel to be on-site at client and offices
 
  • A Bachelors Degree is required, graduate degree preferred
  • Minimum 3+ years consulting and project management experience, preferably in the technology development and deployment domain
  • PMI certification or project management training a plus
  • 2+ years experience using Agile project management methodologies
  • Certified ScrumMaster a plus
  • At least 5 years of experience in a similar role
Demonstrated initiative to stay abreast of current trends and technical advancements
This role will sit in Boston- will be occasional travel to client sites-  Texas/ NJ
Less than 20% travel.
