Unemployment Insurance - Tax or Benefits Subject Matter Expert
This candidate needs to be a subject matter expert in the area of unemployment insurance with experienced Business knowledge in Unemployment Insurance for Benefits and/or Tax processing
* 6 to 8 years of experience in Unemployment Insurance Tax or Benefits (SME or Guru)
* The SME will understand, articulate and implements best practices in the area of Unemployment Insurance domain.
* Depending on the work environment, the subject matter expert may lead or be an active participant of a work-group with the need for specialized knowledge.
* During software design, own responsibility for defining business requirements and recommending a business approach to meet those needs.
* Assist in generating design specifications for software development, which typically involves translating business requirements into detailed algorithms for coding.
* Assists in the testing, and implementation of the technical solution, and validates the final product satisfies the defined requirements.
* Reviews technical documentation, such as user guides, training manuals, and system specifications, prior to distribution to end-users, and ensures their subject area is accurately represented
This position is part of a three-state consortium I am partnering with DRC on. This will be located in Rhode Island.
Other hot items are:
- Unemployment Insurance Modernization experience
- Must be able to lead a team of BAs in the requirement gathering and design
- Must be well versed in the unemployment laws facing employers
- Must be experienced in the benefits/claims rules for those seeking payouts
They are looking for a guru to guide the Modernization project.
Don't get hung up on the title. They want someone who is expert in tax laws that affect employers while at the same time understanding the claims and benefits side so they will be useful in the requirements gathering and design. This person will lead the other BAs. This is the initial phase of the project. They are building in this phase so of course they want someone who has worked a UI modernization project previously.
They should have 11 or more years of overall IT experience, probably a BA, with 6 - 8 years in Unemployment Insurance.
But again, the most important thing is that this person understand the tax laws on employer and/or benefits claimants are entitled to. If they are solid in one, they will know the other well enough.
