Job Description:

The Ohio Department of Medicaid (ODM) PMO, is seeking experienced business analysts (BA) to assist with certification activities for the Ohio Medicaid Enterprise System (OMES) Program.  OMES is the MMIS replacement program for the State of Ohio.   The Medicaid Management Information System (MMIS) is the technology platform of the Ohio Medicaid Enterprise (OME), consisting of the Ohio Benefits system providing eligibility determinations and the Medicaid Information Technology System (MITS) providing core claims processing and related services.  There are several additional computer systems providing comprehensive automation support for Ohio's Medicaid operations, including a set of components known as the ODM Ancillary Systems.  The components within the Ohio MMIS are likely to change as a result of this modernization effort.  ODM is in the planning phase for implementing a modular MMIS solution in accordance with CMS guidance. 


The OMES Certification Business Analysts will monitor all aspects of the business processes and architecture of the project. The OMES Certification Business Analysts will also be responsible for participating in gate reviews and inform the project/program managers of major risks and security issues of the current MMIS process. They will also review technical design (including security, performance management, claims editing, etc.). Prepare and submit appropriate checklists, evidence packets, and other requirement certification documentation.


Required Skills and Experience for OMES Certification Business Analyst:

  • Bachelor's Degree or equivalent work experience
  • 3+ years of experience in MMIS/Medicaid programs and business areas with MMIS/Medicaid programs (e.g. claims processing, provider management, managed care, etc.)
  • 5 years of experience in business analysis
  • 5 years of understanding and experience managing Waterfall or Agile development methodologies.


Desired Extra Skills of OMES Certification Business Analysts:

  • At least 1 year IV&V experience
  • Effective verbal and written communication skills
  • 3 years of detailed knowledge of Medicaid, MMIS, and MITA concepts 
  • Experience with CMS Certification
