Sr. Infrastructure Project Manager
Location: San Jose, CA
Duration: 6+ months
Job Description:
a. Aptitude and Attitude:

- Able to see big picture and how smaller tasks/projects fit in the overall strategy, therefore assisting the teams in designing the solutions for bigger purpose.
- Able to find the balance in getting the work done vs. enforcing guidelines and policies.
- Exhibits leadership and class in all engagements, be it communication in writing, verbal or updating executives on the status of initiatives.
- Well versed with public sector organizational challenges and bring past governmental experience to achieve success.
- Understands organizational change management and assist with establishing PMO processes for project management, tracking and reporting.
b. Knowledge and Understanding
- Hands on experience working within a PMO to define project metrics, streamline PM processes to achieve business outcomes for the end user.
- Assist with Portfolio Development and Tracking for all IT Projects across the County.
- Communicate and update IT Project Portfolio on Sharepoint site for visibility and accountability.
- Excellent communication skills including written, verbal and able to deliver presentations to executive teams as needed.
- Strong advocate for and support to the engineering teams across the County.
- Excellent organization and facilitation skills to understand operational duties of the resources while streamlining PM processes to focus on value add processes and minimize overhead.
- Able to build strong working relationships, build trust and respect with the County's teams.
- Identify, establish and document processes, guidelines and rules of engagement.
- Integrate business processes to include County's security team, Procurement and HR as needed.
2. Experience Requirement:
- 15+ years of experience in Leadership and IT Project Management.
- 10+ years of experience in hands on Project Management, Documentation and Standards development, and consolidation around IT Infrastructure.
- 5+ years of experience with IT Portfolio Management principles, processes and methodologies
3. Education Requirement
- Bachelor's in Information Systems, or equivalent. Masters in psychology preferred with focus on people & change management.
- PgPM or PMP.
4. Responsibilities:
- Plan, organize, facilitate and document. (Friendly and an approachable leader).
- Document, document and document. This is a hands on job within PMO Operations to help in documenting current practices, processes for delivering services, developing service level expectations, project tracking and reporting processes, portfolio updates etc.
- Change agent in facilitating merger and consolidation of County's central IT and HHS.
- Understand the PM Toolkit established by the County and recommend areas to streamline business processes focusing on "minimally viable product".
- Assist with developing an adoption roadmap for PM Toolkit and achieving a maturity level of 3 on Gartner scale, focusing on essential components such as dependency linked schedule, milestones and all aspects of project management including stakeholder management, expectations management, scope and budget management, vendor management, risks and constraints, security compliance management etc.
- Understand county culture and be sensitive to the collective bargaining environment (unions).
- Bring in past experience to help the county with establishing a value driven PMO practice, and a roadmap from Reporting PMO to Enterprise Portfolio Management Office (EPMO).
- Help the county team(s) in vendor negotiations and recommendations as needed.
- Identify relevant data points and develop data collection methods for Project toolkit usage and consumptions to identify areas of improvement.
- Develop portfolio dashboards, and project status updates for the executive team.
5. Performance Expectations:
- The selected candidate must perform the duties with utmost professionalism and adhere to the requirements identified by the Requesting Manager. As part of this engagement the Requesting Manager will monitor the candidate during the performance period in the following areas:
- Quality of product and service
- Timeliness of performance
- Depth of knowledge
- Interpersonal and communication skills
- Experience, qualifications, and ability to meet the needs of this engagement
6. Monitoring and Reporting Expectations:
- The candidate will submit a weekly status report to the Hiring Manager that will include the following at a minimum:
- Hours and work performed per day
- Accomplishments and how they aligned to your past week's plan
- Status of assigned deliverables and milestones
- Issues or constraints
- Planned activities for following period
