Job Description:

 

City of Tacoma is Seeking a  Sr. Project Manager to manage large, complex projects to implement, upgrade, enhance, and replace critical technology infrastructure for Tacoma Public Utilities. This position also supports continuous improvement efforts in the PMO.

 

Selection Process: UTS will begin their selection process in May. Interviews are anticipated to be scheduled in late May. The qualified project manager should be available to start in June 2016. The initial commitment will be based upon the duration of assigned projects but is expected to conclude no later than December 2017. Upon successful completion of projects, the option will be available to renew the contract for future projects.

 

BACKGROUND

City of Tacoma is seeking to acquire a Project Manager (PM) to manage large, complex projects to implement, upgrade, enhance, and replace critical technology infrastructure for Tacoma Public Utilities. This position also supports continuous improvement efforts in the PMO.

 

PURPOSE

The PM's role is to assist the PMO with the management, coordination, and support of the projects and programs requested by the Agency. Specifically, we require a PM with strong skills in project initiation, planning, executing, monitoring/controlling, and closeout. PM responsibilities include but not limited to: develop project management plan and sub-plans such as: charter, schedule, resource and stakeholders management, budget, business and technical requirements, etc.; facilitate gap analyses; coordinate research and selection; procurement; design, build, test, and implementation; transition solution to operations; and project close out. The PM will help the business implement and sustain quality business solutions by determining the requirements of a project or program and communicate them clearly to stakeholders, sponsors and project teams. The PM will be responsible for working directly with business partners, analysts, project team members, enterprise architect, business decision makers, service owners, business process owners, and a multitude of other responsibilities to perform as assigned.

 

 

A QUALIFIED CANDIDATE MUST POSSESS THE FOLLOWING SKILLS AND EXPERIENCE

 

·         The PM will report to the PMO Manager. Agency seeks temporary professional Project Managers with a Bachelor's degree in business, project management, computer science or a related field,

·         Project Management Institute (PMI) Project Management Professional (PMP) Certification

·          At least 10 years enterprise level program/project management experience with at least one full lifecycle project experience while fulfilling the following requirements:

Proactively communicate and collaborate with business partners to analyze business and functional requirements in preparation for building a business case and/or initiating a project.

 Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish requests from the underlying true needs.·

 Negotiate with stakeholders or vendors to obtain resources or materials (e.g. staff/skills, funding, training, and hardware/software).·

 Work independently with business and technology personnel to define concepts and approaches for planning, analyzing, executing, and transitioning project deliverables.·

 Strong analytical and business skills required, including a thorough understanding of how to interpret business needs and translate them into application and operational requirements.·

 Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.·

 Successfully establish and execute a project management plan and sub-plans including schedule, charter, budget, resources, etc.·

 Monitor and control the project through the use of issue logs, risk assessments and mitigation, change management, status reports, and communication plans.·

 Manage project execution to ensure adherence to budget, schedule, and scope.·

 Monitor or track project milestones and deliverables.·

 Identify, review, or select vendors or consultants to meet project needs.·

 Direct or coordinate activities of project personnel.·

 Assign duties, responsibilities, and spans of authority to project personnel.·

 Perform risk assessments to develop response strategies.·

 Transition project deliverables to operations and ensure project objectives were met.·

 Serves as the liaison between UTS and our business partners.·

 Facilitate design workshop format and logistics for the requirements and process modeling design.·

 Ensure adherence to TPU PMO policies.·

 Experience with applying standard project methodologies including Waterfall, Agile, and hybrid methodologies.·

• Possess expertise in organization change management, the people side of change, to create a collaborative environment to bring diverse views together for a common approach to business processes and solutions.

• Strong leadership skills.

• SAP/IS-U business process, Data Center, SOA, telecom, network experience, etc.

 

Desired Experience:

 Master's degree in business, project management, computer science or a related field·

 Six Sigma Greenbelt and or Blackbelt experience and or certifications·
